I believe the Draft Policy has made some remarkable improvements to the 2008 Master Plan, especially on the commitment to utilise LPG & CNG for domestic usage. However, the Policy did not sufficiently address the issue of financing. While it is noted that private sector financing will have to play a very big and crucial role in ensuring the complete fulfilment of the objectives of the policy, there should be more clarity on the participation of private sector financing. Furthermore, the reason most Nigerians prefer to use kerosene and wood for domestic cooking may not be due to availability of LPG alone. There are safety concerns and lack of awareness which should be addressed. There should be harmony with the ministry of environment at the federal, state and local government levels to discourage the use of firewood. There should be plans for estate developers to make provisions for LPG pipelines to directly supply households in certain areas rather than relying on cylinders.
Nigerian power system will have to develop from embedded generation onto the grid. We can then focus on customer metering and defer the huge investment required in the transmission network for now. A carefully planned revamp of the transmission network/ expansion can then take place in the meanwhile.
The Domestic Gas Supply Obligation regime would remain in place during the transition period, the Gas Department shall continue to regulate gas sector while GACN shall continue to perform its role as the National Domestic Gas Aggregator pursuant the National Domestic Gas Supply and Pricing Regulation 2008. In addition GACN was established to perform more than Price Aggregation, GACN as a market maker has entered into 20 years GSAA between Buyer and Seller and has set up Escrow Accounts for security of Gas payments, therefore it is factually inaccurate to suggest that GACN is ""licenced as a vehicle for the industry to operate the aggregation process for a transitional period of five years only""
